On January 1, 1808 – the earliest it could do so according to the Constitution – Congress prohibited the foreign importation of slaves into the United States. However, enslaved people were still sold and transported within the boundaries of the United States.
In order to document the movement of this human cargo from port to port, and to verify that they hadn't been imported, the Customs Service created specific manifests. This is a list of 48 enslaved people who were transported to Mobile, Alabama, aboard the Brig Alo in 1844.

[filled-in pre-printed form] MANIFEST of NEGROES, MULATTOES, and PERSONS OF COLOR, taken on board the Brig Alo - whereof James Hooks - is Master, burthen 236 tons, to be transported to the port of Mobile - in the district of Alabama - for the purpose of being sold or disposed of as slaves, or to be held to service or labor.[Entries include the following information in the following order:] Number of Entry-Names-Sex. Male/Female-Age-Height. Feet/Inches-Whether Negro, Mulatto, or Person of Color-Owner or Shipper’s. Name/Residence.

James Hooks Master of the Brig Alo - do solemnly, sincerely, and truly swear, each of us to the best of our knowledge and belief that the above named slaves have not been imported into the United State since the first day of January, one thousand eight hundred and eight; and that under the Laws of the State of Maryland are held to service or labor as Slaves and are not entitled to freedom under these laws, at a certain time and after a known period of service.-SO HELP [blank] GOD.
