This circular letter is from the Secretary of the Bureau of Immigration and Naturalization to all officers charged with the enforcement of the Chinese Exclusion Laws to ensure they let all Chinese people in possession of the required certificate to be allowed to come and go of their own free will and accord as well as those with reasonable proof. The only individuals excluded were Chinese laborers. The letter states that all Chinese persons regardless of whether or not they were a laborer must be treated with courtesy and consideration and any harshness would not be tolerated.
