This is a report of a conference with Assistant Secretaries of State Breckinridge Long and Adolf Berle; I.F. Nixon, Deputy Commissioner of the Immigration and Naturalization Service; and Avra M. Warren, Chief of the State Department Visa Division. Participants agreed upon significant changes to existing policies to curb immigration to the United States.
