The orginial caption for this photograph reads: DHS Secretary Janet Napolitano (left) presents a medal and framed award to Jane Cage and the citizens of Joplin in honor of the resiliency they have shown in their recovery following a devastating 2011 tornado. DHS' Rick Rescorla National Award for Resiliency, honors Rick Rescorla who died on 9/11 while helping to save scores of colleagues at Morgan Stanley in one of the World Trade Center towers. FEMA and local resident Cage helped organize the Joplin Area Citizens Advisory Recovery Team, a citizens-based community group formed to help guide Joplin's long-term recovery. This is the first national presentation of the award, which was delivered during the city's 2-year tornado anniversary ceremony.
