President Gerald Ford gave this address at Tulane University in New Orleans, Louisiana. He was scheduled to speak to 6,000 students and debated with his speechwriters about what to say. He wanted to convey to the students a feeling of purpose, that they were needed. He thought they should focus on the future rather than the past — namely, the Vietnam War. He decided to say that the war was over. His reference to "a war that is finished as far as America is concerned" drew a standing ovation from the students.
This speech comes from a series of reading copies of President Ford's 1,051 public messages. For convenience in delivery, most public messages were prepared in large type face on large index cards. They are very often heavily annotated in his hand, especially underlining for speaking emphasis. Pages 12–14 of this document are shown. See all 56 pages (PDF) from the Gerald R. Ford Library.
