C. W. Foster sent this letter to Lieutenant Colonel Louis Wagner forwarding an order by Grant ordering that unassigned soldiers at Camp William Penn report to Washington D.C. to be assigned to the 24th Regiment U.S. Colored Troops. The letter also instructs Wagner that all enlisted men at Camp William Penn belonging to regiments other than the 24th U.S. Colored troops should immediately return to their proper commands.

Adjutant General’s Office,
Washington, April 24th 1865.
Lieut. Colonel Louis Wagner, 88th Penn a Vols;
Commanding Camp William Penn.
Philadelphia Penn Colonel;
I am directed by Lieutenant General Grant to instruct you to order the 24th Regiment U.S. Colored Troops to proceed immediately to this city, when on its arrival, the Commanding Officers of the regiment will report in person, to Major General C.C. Augun, Commanding Department of Washington for further instructions. All recruits, now unassigned, at Camp William Penn will be assigned to this regiment, and should they be in excess of the legal organization they will be entered upon
The rolls of the companies as recruits “temporarily attached”
All enlisted men at Camp William Penn belonging to other regiments than the 24th U.S. Colored Troops, will be immediately sent to their proper commands.
