New Jersey political boss Frank Hague allowed little opposition and trod on constitutional guarantees of free speech and assembly. Cartoonist Clifford Berryman depicts a smiling Hague telling his Charlie McCarthy dummy representing Jersey City to tell the public that he won't tolerate dictators. Piles of free speech documents litter the wastebasket.
