This report from the Office of the Assistant Commissioner of the Bureau of Refugees, Freedmen, and Abandoned Lands — commonly referred to as the Freedmen's Bureau — provides a report of a tour of inspection and recommends that troops be sent. It includes a newspaper clipping with an opinion from Columbus, Alabama, declaring the Freedmen’s Bureau a failure.
