Before he was elected president, Herbert Hoover played a critical role as Secretary of Commerce in negotiating the Colorado River Compact of 1922. This agreement among the seven Colorado River Basin states formed a system for allocating and managing water use on the Colorado River. Hoover Dam, the centerpiece of that management system, was named for him because of his role in making it a reality.
