This is the indictment of Upton S. Newcomer by a Federal jury. Newcomer, a white man employed as a person of authority at a Philadelphia inn called the Bingham House, was charged and indicted with willfully and unlawfully denying to Fields Cook, an African American reverend from Alexandria, Virginia, the full and equal enjoyment of the accommodations, advantages, facilities and privileges of the Bingham House. This was the first civil rights case prosecuted in the Eastern District Court of Pennsylvania.
