Truman writes to General Eisenhower about concerns raised in a report from Earl G. Harrison, US representative on the Intergovernmental Committee on Refugees, about the condition and needs of displaced persons in Germany, particularly Jewish people. Harrison reported that those needs are not being met and that the policies of the Combined Displaced Persons Executive are not being carried out by some officers in the field. Truman states that this situation must be remedied immediately and that the US should intensify its efforts to help the Jewish victims in particular. He informs Eisenhower that he is urging the British Government to open the immigration into Palestine to all those that wish to go there. Truman tells Eisenhower that "we have a particular responsibility toward these victims of persecution and tyranny."
