This letter was written by the Metropolitan Washington Board of Trade's Executive Vice President Clarence Arata to Representative Don Edwards. Arata's letter states that he testified to the House Judiciary Committee's Subcommittee on Civil and Constitutional Rights about voting representation in Congress and was sending this letter as supporting information to the Committee as they had requested during the hearing. Arata provides a list of 15 states that pay less federal income taxes than the District of Columbia, but have full representation in Congress. He also provides a list of the six states that pay higher federal income tax than the District of Columbia.
