This film created by the Army is about publicizing the loans from 1917-1918. War Secretary Baker poses in front of Keith's Theater in Washington, D.C., with Liberty Bonds. Then, Treasury Secretary McAdoo greets Douglas Fairbanks. McAdoo and Navy Secretary Daniels address crowds on the Ellipse. This is followed by President Wilson leading a parade in Chicago. The parade units pass a reviewing stand in New York City. Then McAdoo raises the French flag over the Treasury Building to honor French Legionnaires. This is followed by Charlie Chaplin, Mary Pickford, Douglas Fairbanks, and Marie Dressler selling bonds during a Washington parade, which McAdoo, John Philip Sousa, and Admiral Sims are watching. Then, Vice President Marshall makes a speech following a New York parade. Japanese movie star Sessue Hayakawa and Blanche Sweet speak and sell bonds in Hollywood. Then, military equipment from the "Victory Loan" train is paraded in Richmond, Virginia. A huge adding machine totals Detroit's contributions to the loan effort. The film shows parades in Philadelphia and in two unidentified towns. Finally, military units parade in New York. Eloise Mann ascends in a U.S. Army balloon at New York's Van Cortlandt Park.
