In this memorandum Edmund Leigh of the Plant Protection Service provided a list of information sought from agents about Bloshevism in each region. This memorandum comes from a file on "
Bolshevik Agitation" from the War Department Plant Protection Section, reflecting their concern with ensuring that manufacturing plants connected to war production in the homefront during World War I stayed in business. Labor activists and agitators believed to be affiliated with communist or socialist causes came under close scrutiny.
