This memorandum is in response to a letter from C. L. Skinner of the Tri-State Packers Association, Inc., to George Treide. Mr. Skinner noted that 2,900 prisoners were sent to Illinois, but the Third Service Command (Maryland, Pennsylvania, Virginia) produced more food and had a greater need for assistance.
