This memorandum from Jones to Henderson (both of whom were State Department officials) includes a description of a White House meeting on February 27, 1947, at which leaders of Congress were briefed on the situation in Greece and Turkey, in the wake of the British notes informing the U.S. that Britain could no longer bear the burden of supporting friendly governments in this region against Soviet-Communist pressure. The memorandum presents arguments used by Truman administration officials to persuade Congress to support U.S. aid to Greece and Turkey as a further bulwark against Soviet expansion--the policy that came to be known as the Truman Doctrine.
