Moscow Declaration Regarding Atrocities

This press release announced a statement signed by U.S. President Franklin D. Roosevelt, British Prime Minister Winston Churchill, and Soviet Premier Joseph Stalin during World War II. It was issued at the 1943 Moscow Conference on international cooperation and support in prosecuting the war against the Axis forces. It is one of four "Moscow Declarations" that were signed by the Allied leaders during the Moscow Conference of 1943.
The statement on atrocities declared that when a new government was established in Germany, any leaders "who have been responsible for or a consenting part" in atrocities would be sent to the countries where "their abominable deeds were done" for sentencing by the laws of those countries. Further, they declared that the Allied Powers – the United States, the United Kingdom, and the Soviet Union – would "pursue them [the perpetrators] to the uttermost ends of the earth" to bring them to judgment.
