Philleo Nash, Special Assistant to President Truman, sent this memorandum to Administrative Assistant to the President David H. Stowe. It includes a report from the Citrus Workers and Food Processors Union, an affiliate of the American Federation of Labor, asking for better enforcement of the Mexican Farm Labor Agreement with Mexico and a commission to investigate living conditions in the Rio Grande Valley.
