In this proclamation, President Harry Truman proclaimed the existence of a national emergency in Korea. The United States was committed to the military defense of the Republic of Korea. To honor this commitment, Truman chose to declare the existence of a national emergency rather than a state of war. His hope was to limit the conflict to the Korean peninsula. President Truman's proclamation to the American people explained the need for increased effort to defeat this "grave threat to the peace of the world."
