Governing involves weighing competing interests. This illustration shows special interest groups pointing at one another as targets for additional tax revenue as the President and Congress consider alternative sources of revenue for the war plan. It illustrates the shared responsibility of the President and Congress to determine the best type and level of taxes to impose. It suggests the shared responsibility of the two branches by showing President Woodrow Wilson and Secretary of the Treasury William Gibbs McAdoo in the foreground and the dome of the Capitol, along with Uncle Sam, in the background.
This cartoon was drawn by Clifford Berryman, one of Washington, DC's best-known cartoonists in the early to mid-1900s. Berryman drew for the Washington Post and Evening Star newspapers. His cartoons touched on a variety of subjects including politics, elections, and both World Wars.
