The USS Maine exploded on February 15, 1898, and sentiments in Congress shifted from solidly anti-war to overwhelmingly pro-war. On April 11, President William McKinley asked Congress for authority to send American troops to Cuba for the purpose of ending the war there.
The Constitution established branches of government with different powers. Congress makes the laws that the executive branch enforces and the judicial branch interprets. Cartoonist Berryman emphasized his faith in the balance of the war powers by showing a three-part team made up of the House of Representatives, Senate, and Executive leading the way to victory in the Spanish-American War. This cartoon depicts the harmony and interdependence of the legislative and executive branches by showing horses pulling together and speeding Uncle Sam around a course.
This cartoon was drawn by Clifford Berryman, one of Washington, DC's best-known cartoonists in the early to mid-1900s. Berryman drew for the Washington Post and Evening Star newspapers. His cartoons touched on a variety of subjects including politics, elections, and both World Wars.
