A. M. Warren, Chief of the State Department's Visa Division, sent this telegram to Mana Zucca Cassel of Miami, Florida, explaining quotas and wait lists for new immigrants to the United States.
Warren's mention of the "German refugees at Habana" is in reference to refugees aboard the MS St. Louis, most of them German Jews, who had sailed from Hamburg, Germany, to Havana, Cuba. After the Cuban government denied their entry into Cuba, the ship sailed toward Miami. Many Americans sent telegrams to U.S. officials asking them to admit the refugees into the United States. The U.S. government did not allow the passengers to land, and the ship returned to Europe.
