Cartoonist Clifford Berryman shows Uncle Sam holding out chairs to Japan and Russia, delighted to play the mediator's role. Berryman's teddy bear hangs from a tree limb with a big smile while a peace dove with an olive branch in its beak looks on from another limb. The Washington monument and U.S. Capitol are visible in the background. President Theodore Roosevelt offered to help Russia and Japan find acceptable terms to end their on-going warfare. Although final details of the time and place of a meeting were still under discussion, progress toward a peace settlement seemed likely. Roosevelt's interest stemmed from the ability to influence the Asian balance of power, and he won the Nobel Prize for Peace in 1906 for his efforts.
