In this memorandum, President Truman is responding to a request from Secretary of State Dean Acheson to approve and enact the Omnibus Immigration Bill. Truman sought the advice of the Director of the Budget, D. Otis Beasley, to see if the bill truly eradicated any racial discrimination. However, Beasley sent a long reply in which he broke down the bill section by section to explain its discriminatory policies and criticized the narrow scope of the proposed "improvements." Both Truman and Beasley expressed concern that the proposed law was not a genuine reformation of the McCarren-Walter Act.
In his response to Acheson, Truman included Beasley's explication and Acheson's previous request.
