President Truman speaks from a rostrum on the steps of the Lincoln Memorial as he addresses the closing session of the 38th annual conference of the National Association for the Advancement of Colored People (NAACP). Senator Wayne Morse sits on the right in the first row. Mrs. Eleanor Roosevelt sits second from the right on the first row, next to Senator Morse. NAACP President Walter White sits in the front row, on the other side of the empty chair next to Mrs. Roosevelt.
