Lieutenant Colonel Louis Wagner, 88th Division of Pennsylvania Volunteers, Commander Camp William Penn, sent this letter to Major C. W. Foster, Assistant-Adjutant General of Volunteers for the Bureau for Colored Troops, requesting permission to hire a permanent corps of nurses for the hospital.

Sir,
Upon recommendation of the Medical Inspector of this Department I have the honor to ask for authority to derail or hire a permanent Corps of nurses, about twelve men and two women, for the Hospital at this Post [illegible, words erased/smudged]
A simple reference to the fact that under existence circumstances we are forced to change our Corps of Nurses about once in six weeks, will show the necessity of an order as asked for.
