This untitled illustration by cartoonist Clifford Berryman, which appeared in the Washington Evening Star on April 3, 1917, shows Woodrow Wilson making a declaration for war against Germany to a called Joint Session of Congress on April 2, 1917. While addressing the Joint Session of Congress on April 2, 1917 President Woodrow Wilson made a famous declaration of war to Congress. The lines he is holding in his right hand were included in this speech. Wilson could no longer allow the German's to use unrestricted submarine warfare and asked Congress to begin to prepare for the war ahead.
