Article I, Section 9, of the Constitution states that “No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law,” giving Congress authority over government spending. Committees play a leading role in shaping the legislation through which Congress exercises this authority. The anxiety of these nervous bills reflects the power of Appropriations Committees to change the amounts of proposed appropriations from every other committee. Representative John Taber was the head of the House Appropriations Committee in 1947. In May 1947, the committee was attempting to determine the budget for the next fiscal year. This time marked a point of economic recession for the United States, and thus the funds appropriated to the different departments was being dramatically reduced. This slashing of the different departments' budget by Taber led to protests by the different committees who felt they deserved a larger budget.
This cartoon was drawn by Clifford Berryman, one of Washington, DC's best-known cartoonists in the early to mid-1900s. Berryman drew for the Washington Post and Evening Star newspapers. His cartoons touched on a variety of subjects including politics, elections, and both World Wars.
