Original caption states: "5,000 women in City Hall Registry Riot. Five thousand women, chiefly from the East Side, fought savagely with 100 policeman outside of City Hall, New York, June 16, 1917. The women were there to present an anti-registration petition to the Mayor and they refused to disperse when informed that he was not in his office. Three of them were arrested after a number of policemen had been scratched, jabbed with hatpins, kicked in the shins, and had their uniforms torn.
