After learning of the appointment of Frederick Douglass to be Minister Resident and Consul General of Haiti (“Hayti”), former U.S. Secretary of the Treasury and Governor of Massachusetts George S. Boutwell wrote to Secretary of State James G. Blaine. Governor Boutwell expressed that he was "greatly pleased with the appointment" and contended that "with Douglas [sic] there would be integrity in action and accuracy in reports."

My dear Sir:
I wish to say that I am greatly pleased with the appointment of Douglas to Hayti: The interests of both countries have suffered during two administrations from the conduct of our representatives.
With Douglas there will be integrity in action and accuracy in reports.
