This is a circular letter to the Secretary of Commerce and Labor regarding the confidential dispatch from the American Consulate in Hong Kong about the Chinese people's grievance with the United States' immigration policy. The sender stated that he believed he could minimize the said hardships and causes of irritation without actually modifying the effects of the laws and regulations. The sender also noted that the Chinese were telling people in China stories about their hardships.
