This circular letter is from Acting Commissioner General of Immigration in Washington, DC, to all Commissioners and Inspectors in Charge stating that it includes a copy of Rules Governing the Granting and Issuing of Passports in the United States. This circular letter states that all Commissioners and Inspectors in Charge were to direct their attention to the fourth paragraph which concerned the issuing of passports to persons of the Chinese race. All Chinese applicants were required to furnish to the Department of State a certified copy of a Chinese Return Certificate or the duplication copy of said certificate.
