In this letter to the State Department, the Consul General gives the conviction details of Emmeline Pankhurst. He describes how Pankhurst was charged under the Malicious Damage Act of 1861, and that opinions over whether or not she was guilty of moral turpitude were divided among the English people, according to their opinions on "militant suffragism." It comes from an appeal of English suffragette Mrs. Emmeline Pankhurst for admittance.
