Richard Foley and Edwin Ferguson designed this tunnel under the East River in 1867. This drawing shows the interior arrangements of the tunnel that would have connected New York and Brooklyn. It was to have a carriageway in the center flanked by railways and footpaths. The proposed toll charges would be no more than 1 cent per pedestrian, 3 cents per head for cattle and horses, 5 cents for each saddle horse and rider, and 6 cents for a single wagon and horse. This tunnel was never built.
