In October 1862 Japan offered to buy three warships from the United States. It wanted to modernize its navy because of threats from abroad and unrest at home. The U.S. Minister Resident in Japan Robert K. Pruyn recommended that the United States accept the order. He expected that by the time the request reached the United States, “the rebellion will have been crushed. . . .” Instead the war continued for nearly three more years.
