Inspector Eager wrote this letter alleging that the Wardline Company was engaged in smuggling the Chinese. He included a passenger manifest highlighting Chinese who were being smuggled into New Orleans via Havana. It comes from a file on Chinese smuggling through Cuba. This document was digitized by teachers in our Primarily Teaching 2015 Summer Workshop in Washington, D.C.
