In 1914, Congress passed the Smith-Lever Act creating the Cooperative Extension Service, a program of non-formal education for farmers and rural communities that derived its curriculum from scientific research performed at the nation's land-grant universities. The USDA employed extension agents who traveled to rural communities delivering lectures and demonstrations.
