Not withstanding the misconduct here referred to, the officer in charge desires to place upon record, that during the winter, and untill within a few weeks, when the above accused, the people have behaved themselves with a circumspection and decorum worthy of all praise.
Not a single case of fighting, quarreling, rioting, or any disorder to disturb the quiet of the village, either by day, or night. The case of Yekin Oustigoff on last Saturday ^was that he was^ observed publicly on the street with too much liquor, and this is the only instance of the kind that has come to the knowledge of the officer in charge.
Where there is a strong desire for strong drink, and the means at hand to gratify it, and in doing so violate no moral sense just so long will Quaas to some extent be made. But if the fear of detection and punishment will so restrain its use, as to suppress the grosser and more beastly forms of drunkenness and debauchery, some thing is gained, and if the evil is not wholly eradicated, it is greatly mitigated. This however is not the only place where the temperance question is a difficult problem to solve.
