The Sedition Act of 1918 extended the Espionage Act of 1917 to include speech that supported enemies of the United States or intended to negatively affect the American war effort, including decreasing the sale of war bonds. This poster provided a warning.
The original caption for this photograph reads; "Printed warnings against sedition posted by the Citizens' Patriotic League of Covington, Ky. This one is in the saloon of Frank Rowekamp, who it is claimed knew of Pro-German meetings in progress there. Eight or ten of these notices were posted in April 1918, to stay posted in April 1918, to stay posted until the war's end."
