President Ford gave his first Bicentennial address during a special joint session of the Virginia General Assembly. It was significant to kick off the bicentennial in Virginia because the House of Burgesses is the oldest continuous representative legislative body. Within his speech, President Ford credited Virginia as the foundation for American heritage and addressed the principles of shared state and federal power as well as self-rule, representative democracy, and civic responsibility.
