In late 1940 – early 1941, strikes occurred throughout the country at defense manufacturing plants as workers lobbied for higher wages. Many of these strikes were organized and led by Congress of Industrial Organizations (C.I.O) union, whose president at the time was Phillip Murray. This cartoon, by Clifford Berryman, depicts the frustration the director of the US Office of Personnel Management, Bill Knudsen, as he tried to reopen factories while more and more CIO strikes broke out.
