William Gleysteen sent this memo to National Security Adviser Brent Scowcroft recommending a phone call to General Chapman, Commissioner of the Immigration and Naturalization Service (INS), regarding Indochina refugee "boat cases." He asks Scowcroft to intervene to ensure Chapman approves a State Department request to admit an additional 100 Indochina "boat case" refugees per month. He argues that U.S. willingness to accept the refugees may cause governments around Vietnam to allow them "to land temporarilty, removing them from danger."
