National Security Adviser Brent Scowcroft sent this memo to President Gerald R. Ford summarizing a report from the U.S. Embassy in Bangkok, Thailand, called "Life Inside Cambodia."
The report indicates that Cambodian Communists (Khmer Rouge) "are radically reconstructing that country using extremely harsh and brutal methods." It describes that the regime is:

- anti-intellectual and is executing teachers, students, and former government and military members;
- eradicating organized religion and destroying temples;
- destroying libraries and burning books;
- forcing the population into agricultural work;
- denying medical care to non-Communists and forbidding doctors from practicing; and
- separating families.
