This certificate of election, or credentials, was signed by John Hancock for Tristram Dalton, a Senator for Massachusetts. After a new Senator was chosen by the state legislature, a formal certificate was submitted to be signed by the state governor. In 1789, John Hancock was Governor of Massachusetts and signed the credentials. Each Congressman presented his credentials when reporting to Congress.

To all the people whom these presents shall come.....Greeting
Know ye that the Honorable Tristram Dalton esq on the twenty fourth day of November, in the year of our LORD One thousand seven hundred & eighty eight was chosen by our Legislature a Senator to represent us in the Congress of the United States of America for the term by the Constitution for the said United States expressed to commence on the first Wednesday in March next, at the time & place & in the manner of holding elections prescribed by our Legislature agreeably to the powers therein vested by the Constitution aforesaid.
Given under our Seal. Witness His Excellency John Hancock Esq our Governor & Commander in Chief of Boston the tenth day of February, in the year of Our LORD One thousand seven hundred & eighty nine
