One of the most courageous members of Congress was Senator Margaret Chase Smith of Maine. In 1950, Senator Smith spoke out against the excesses of McCarthyism while others remained silent. In remarks made in a speech entitled a "Declaration of Conscience," she reminded all Americans that the Constitution itself provided for freedom of speech and the right to dissent, and that for practicing these freedoms one should not necessarily be labeled "Communist."
