War Department Special Order 211, dated May 6, 1865, authorized the creation of a commission to try the individuals accused of conspiring to assassinate President Abraham Lincoln and Secretary of State William Seward.

On May 1, 1865, President Andrew Johnson ordered the Lincoln assassination conspirators tried by military commission. The commission met eight days later.
