This cartoon features senatorial opposition to the railroad rebate special. A bill can originate in either the Senate or the House (except for bills that raise revenue), but determined opposition in either chamber can block the bill’s advance. This 1905 cartoon illustrates that opposition can come from many sources. Either some agreement will enable the obstacle to be removed or the legislation represented by the train will not go forward.
This cartoon was drawn by Clifford Berryman, one of Washington, DC's best-known cartoonists in the early to mid-1900s. Berryman drew for the Washington Post and Evening Star newspapers. His cartoons touched on a variety of subjects including politics, elections, and both World Wars.
