One day after receiving word of a possible attack on the USS Maddox in the Gulf of Tonkin, the State Department in Washington, DC, sent these instructions to the American Embassy in Saigon.
This message instructed the embassy to hand a note of protest to the International Control Commission (ICC) concerning the North Vietnamese attack on the USS Maddox. The ICC was requested to pass the protest to the Hanoi regime.
The Gulf of Tonkin incidents led to a wider U.S. involvement in the Vietnam War.
