Cartoonist Clifford Berryman uses his influence to raise funds for those who had suffered losses during a hurricane. Against a backdrop of hurricane devastation in Porto Rico (sic), a saddened Uncle Sam holds a message stating "I am urging our people to contribute promptly and most generously so that sufficient funds may be received to alleviate the suffering among so many thousands. The tropical hurricane had caused widespread damage throughout the Caribbean region and in Florida, and it was continuing to move up the coast of the United States.
