This film, set in Chester, Pa., features a Union as it provides services to the community. This includes organizing a blood drive with the Red Cross and training Union members to become Community Counselors, who connect community members with social services. The film's narrator assists a man who is injured on the job and also works to improve pedestrian safety in the city.
